On ebay, one can find a lot of these tiny laptops with windows ce. Does anybody know if I can change the os to the standard linux os or 3mx or anything except windows based?

Probably not. The WCE laptops I've seen had an ARM processor, while the Linux Laptops have a Mipsel. Further is the bootloader for Windows not suitable for Linux. So you'd need a JTAG connector or something like that to alter the firmware.
