While it's reasonable to expect that there is some sort of software controlling configuration of the hardware and options of the motherboard, there's no requirement that this be available to the end-user. It would be perfectly possible to design this so that (for example) the board output it's start-up diagnostics or received it's start-up interruptions through a 3-wire serial connection to test points on the motherboard which would require you to gut (and hence de-warranty) the machine to get at the BIOS.
IBM made a decision in the earliest PC (remember those? 4MHz 16-bit processor, 16kb of memory and costing about £5000) to have a moderately complex BIOS which the user could access ; Compaq followed their line when they functionally "clean-roomed" the IBM BIOS. But that's PC-compatible machines ; the Elonex isn't a PC-compatible machine.
